About the Deputy of the Administrator

Ms Fran Kilgariff AM has had a long career in local government, regional economic development and management. She is a Director of Venture Housing, a Northern Territory affordable housing company, and a Commissioner on the Northern Territory Planning Commission.

Ms Kilgariff is a member of the Northern Territory Mental Health Tribunal and the Northern Territory Parole Board. She is the Chair of the Audit Committee of the Central Desert Regional Council and also works part-time as a Coordinator for Council of the Ageing NT (COTANT).

Ms Kilgariff was born in Alice Springs, the eldest daughter of Mr Bernard Kilgariff AM and Mrs Aileen Kilgariff’s 11 children. Her father came to the Northern Territory in 1929 as a young child and spent much of his life promoting the social and political interests of the Northern Territory, a dedication to community which he and his wife passed on to their children. Her mother still lives in Alice Springs, a resident of the Old Timers Village.

Ms Kilgariff attended the Convent School in Alice Springs for her primary schooling and Mercedes College in Adelaide for her secondary schooling. She trained as a radiographer at the Royal Adelaide Hospital and after qualification, returned to Alice Springs and worked at the Alice Springs Hospital before travelling around Australia and overseas for several years. She backpacked around Europe and spent over a year on a kibbutz in Israel, including during the time of the Yom Kippur War.

She returned to Alice Springs and brought up her family there. Ms Kilgariff has five children and many grandchildren. She has a Degree in Prehistoric Archaeology, a Graduate Diploma in Teaching and worked at St Philip’s College as a teacher, Head of House and Head of Curriculum for 11 years.

Ms Kilgariff was elected to the Alice Springs Town Council in 1994 as an Alderman and in 2000 was popularly elected as Mayor, a position she held from 2000 to 2008. She was appointed a Member of the Order of Australia in the Australia Day 2012 Honours List for service to local government in the Northern Territory, to the economic and social advancement of the community of the Alice Springs region, and through contributions to Indigenous, tourism and community health organisations.

Ms Kilgariff has worked at a Senior Executive level in the Northern Territory Government and as General Manager Operations of Ninti One, an Alice Springs research organisation. She is a Fellow of the Australian Institute of Company Directors and was actively involved in the YMCA, serving as Chair of the Board and Vice Chair of the National YMCA for several years.

She was a member of the Board of Directors of St John Ambulance for 14 years and is a Sister of the Order of St John. Ms Kilgariff is currently Chair of the Olive Pink Botanic Garden in Alice Springs.

Ms Kilgariff’s partner is Mr Reg Hatch.

Mr Reg Hatch

Mr Reg Hatch has had a varied career in government policy, administration, education and high-performance sport. He is a returned serviceman, having served Australia in Vietnam in 1970 and 1971. He has coached at the Olympic level in kayaking and canoeing and maintains an active commitment to supporting athletes and sport in Australia.

Mr Hatch has a Bachelor of Science in Human Movement from RMIT University in Melbourne. He was a school teacher at Ivanhoe Grammar School in Victoria. He was involved in four Olympic Games and has coached teams from Australia, Denmark, Hong Kong and the United States in canoeing and kayaking. He was the consultant coach and mentor for the Australian Olympic Water Polo team, the Stingers, for the London and Rio Olympics.

Mr Hatch has supported athletes for over three decades, serving as Foundation Coach at the Victorian Institute of Sport, and as Director of Sport and Senior Teaching Master at Somerset College in Mudgeeraba, Queensland. He has served as the Olympic Head Coach and Technical Director of the USA Canoe and Kayak Team, and the Head of Coaching for UK Sport.

In 2000, Mr Hatch was awarded the Australian Sports Medal for establishing the inter-school Canoe/Kayak competition, now a national event, and coached multiple world championships and elite athletes. Mr Hatch is former President of the Central Australia Rugby Union and was the Coordinator of the 15th Alice Springs Masters Games in 2014.

He is a former board member of Cycling NT and is a current member of the Cycling Australia Advocacy Commission and Volunteer Coach of the Alice Springs Cycling Club

Mr Hatch has served as Executive Officer of Central Australia YMCA – Alice Springs NT. He was the Youth Services Coordinator for Tangentyere Council. He was Senior Project Officer contributing to the Alice Springs Transformation Plan and Manager of Region 27 of the Remote Jobs and Communities Programme for the Ngurratjuta/Pmara Ntjarra Aboriginal Corporation.

If the Administrator is unable to accept, they may then invite the Deputy of the Administrator to deputise. All protocols for the Administrator apply to the Deputy of the Administrator when representing the Administrator.
